Our approach is based on establishing the following key inputs:   The planning framework which covers any potential DCS area; The land use development date including density, development timing, population forecasts and ultimate use; The infrastructure works list including civil, landscaping, environmental and community facilities; The Unit of Charge; The Cost Apportionment of the DCS cost items; Scheme Operation; and Alignment with State Planning policy 3.6.   Through our partners HillPDA (Melbourne) we have the capability of benchmarking against national leading practice.
